The recent global developments have caused uncertainties which have called for measures to be taken by employees also in the workplace. Even in the event of a crisis, businesses need to function, and work must go on. It is only then that there will be no scarcity or immense economic difficulties. In situations like these, employees should be given a safe space to work efficiently. It is important to be prepared while at the same time balancing operations and employee welfare.
LAWS THAT NEED TO BE COMPLIED BY THE EMPLOYERS
Under the Federal Decree by Law No. (33) of 2021 Regulating Labor Relations:
- Article 13(6) states that the employers must provide necessary preventive measures to protect workers from injuries and diseases that may arise during work. They should also provide guidance, awareness regulations and appropriate training to ensure compliance with occupational health and safety requirements. The preventive measures include precautions required during periods of conflict or emergency situations.
Under Federal Decree-Law No. (2) of 2011 concerning the establishment of the National Emergency, Crisis and Disasters Management Authority (NCEMA)
- Article 21 obligates all entities to implement occupational and institutional security and safety systems to reduce incidents and minimize their effects in industrial projects and establishments.
- Article 22 authorises the National Security Adviser to temporarily suspend operations, evacuate facilities, or restrict the use of establishments, buildings, or projects where there is non-compliance with occupational and institutional safety procedures or where direct risks indicate the existence of an emergency, crisis, or disaster.
- Article 19 of Federal Decree-Law No. (2) of 2011 concerning NCEMA states that businesses should establish continuity plans to ensure essential operations continue during emergencies, crises, or disasters while maintaining employee safety and operational efficiency. Flexible working arrangements such as remote work, temporary leave, or modified working hours may be adopted to maintain operational continuity while also prioritising employee safety through preventive measures.

During periods of crisis, employers should ensure that employees are provided with:
- Provide a safe and calm working environment,
- Occupational health and safety obligations,
- Emergency preparedness,
- Flexible Working Arrangements
MENTAL HEALTH AND EMPLOYEE WELLBEING
During times of conflict, employees might need protection not only from physical harm but also from mental stress and anxiety caused due to unforeseen issues around them. Employers should also ensure that employee support mechanisms and calm working environments are in place.
When a crisis or conflict situation occurs, it is important that everyone takes preventive and protective measures to help deal with the situation effectively. Employers are responsible for ensuring the safety of employees in the workplace, even during times of conflict. They should take all necessary measures to ensure not only physical safety but also the mental wellbeing of employees. Maintaining a safe, calm, and supportive working environment is essential during such periods of uncertainty.
